The price of turning poor paddy into greenhouses: the land switch advancing near Hanoi

In Noi Bai commune in the northern suburbs of Hanoi, one mau (3,600 m²) of paddy with fallen soil fertility was switched in February 2024 to a greenhouse with automatic watering. It is the case of farmer Ta Quoc Hoang, born in 1986, reported on July 25 by the Ministry of Agriculture and Environment-affiliated daily Nong nghiep va Moi truong. The initial investment was just under 1 billion dong (just under about 6.2 million yen), and from a planted 8 sao (2,880 m²) he is said to earn over 300 million dong a year (over about 1.85 million yen). What Japanese sourcing managers should read is not the grapes planted there. It is the fact that a plot that had been growing rice was replaced by a greenhouse in a year and a half, a move in land use. The faces of production areas are swapped out in units like this.

Into the decision to quit rice, he first buried just under 1 billion dong

Hoang moved in February 2024. The setting is Noi Bai commune, Hanoi City, a plot the original calls "đất lúa bạc màu" (rice land of fallen fertility). What he invested in was an automatic watering system and a plastic dome-type greenhouse that blocks sunlight, rain, and pests. The original writes that bringing expensive foreign seedlings into rice land was itself seen by those around him as reckless.

What he put in were grape seedlings ordered from South Korea, and the article does not give the variety name. Hoang says, "This Korean grape variety has to be acclimatized once you bring it to your own land. In Korea it finally bears fruit three years after planting, but here, if you grasp the nature of the soil and tend it closely, it bears fruit in one to two years." His state of mind at the time he started is summed up in the single line, "To do this is to make up your mind to eat from it for a long time."

The pest-control design is also concrete. He encloses the whole orchard with netting to shut out the two-spot and four-spot moths that fly in to lay eggs, and uses biological pesticides and organic fertilizer instead of chemicals. Harvest is limited to one crop a year. The judgment is that forcing two crops would exhaust the trees. Yield per plant was 10-15 kg in the first year, rising to 20-25 kg in later crops. From 8 sao, 40-50 million dong per sao a year (about 250,000-310,000 yen), for a total of over 300 million dong a year. The sales channel is direct-to-consumer on Facebook and Zalo, and a tourism orchard accepting harvest experiences is at the planning stage.

Hanoi is reducing rice land; a story that happened inside that

This single case is not a story explained by one person's boldness alone. Hanoi City, in Decision 2637/QD-UBND, allocated land-use indicators through 2030 and will reduce farmland by 731 ha in 2026-30. All of the reduction is rice land, the 2030 rice area will become 89,126 ha, and the reduction concentrates in suburban communes, the city party organ Hanoimoi reports. Noi Bai commune itself was established on July 1, 2025, formed by merging the former Soc Son district's Phu Cuong, Hien Ninh, and Thanh Xuan communes with the remaining parts of the Mai Dinh, Phu Minh, and Quang Tien communes. It is land whose plots and ledgers are in the midst of moving.

The system side is also in place on the premise of conversion. The procedure to change crop composition on rice land is in Article 8 of Decree 112/2024/ND-CP, and to switch to a perennial crop such as grapes you submit the Appendix IV registration form to the commune (xa) People's Committee. The commune confirms consistency with that year's crop-conversion plan within 5 business days of receipt. It is a framework that swaps only the planting while keeping it as rice land, not a conversion that eliminates the farmland category. That is why even an individual can move in a year and a half.

The same move runs in various places. In Da Nang, unprofitable paddies are shifted to lotus and tourism (Low-profit paddies turn to lotus and tourism: building a growing area in Dai An, Da Nang), and near Ho Chi Minh City acidic soil where rice does not ripen is turning into guava orchards (Turning acid soil where rice won't grow into a guava orchard: a VietGAP conversion near Ho Chi Minh City). The Noi Bai case amounts to the northern, urban-fringe version of that.

Break the economics down to per-area unit price, and an eightfold gap comes into view

Dividing the published figures back into per-square-meter units makes the character of this conversion clear. The northern area units are 1 sao = 360 m², 1 mau = 10 sao = 3,600 m².

There are two points to read. On the income side, the per-ha equivalent of about 1.04 billion dong is about 8 times the Department of Crop Production's national target for crop production (over 130 million dong per ha). The strength of the motive to quit rice shows in this multiple. On the investment side, even taking the whole converted 1 mau as the denominator, it is about 277 million dong per 1,000 m², exceeding facility contractors' published quotes (190-260 million dong for the same). Divide by the greenhouse's actual area and it rises further. It can be read as the price of a full set including not just the frame but the trellis, watering, and seedlings. Note that the original's over 300 million dong is income, not profit. Even on a sales basis, payback takes a little over three years.

Orchard owner, administration, surrounding farmers: the temperature gap among the three

What makes this article useful is that it does not drop the words behind the success story. Orchard owner Hoang says of funds, "To do grapes properly in a greenhouse, the investment really piles up. It can swallow close to 1 billion dong. Many people around here want to switch to the same method after seeing the effect, but they can't reach it without startup capital." It is a statement that speaks of the barrier to entry rather than results.

Local administration's response was not uniform either. At first the commune too had concerns about the new model's feasibility, but faced with visible results it turned to running alongside, supporting access to the Bank for Social Policies' preferential financing, the original writes. It was not that the administration waved the flag first, but an order where the system followed behind after results appeared.

Surrounding farmers are conveyed only as Hoang's observation, with no direct statements. A state is said to continue in which, though the effect is visible, funds are a wall and they cannot follow. Hoang also insists on the timing of when funds come down. From October to December, soil improvement, trellis preparation, and ordering seedlings from Korea overlap, and miss that and you cannot make the planting in early February the following year. His argument is that the timing of execution, not whether the loan is granted, divides success and failure.

What can Japanese sourcing managers take away from this one case

Read as a grape-buying story, there is almost nothing to gain. It is a single 0.288-ha farm, and not a design that assumes export. The value lies in the point that the substance and limits of the production area's capital investment are disclosed in figures.

First, The common language of per-square-meter unit price is obtained. When a producer says "I built a greenhouse," there is a range in what and how much was built. 190-260 million dong per 1,000 m² is a standard set up to frame, netting, and watering; well beyond that includes trellis, seedlings, and site preparation. Just by dividing the investment amount by area on a production-area visit, you can grasp the counterparty's equipment level in figures rather than words.

Second, The design philosophy of one crop a year is not to be overlooked. Even with the same greenhouse investment, in the mountains of Lai Chau Province a 7,000 m² greenhouse turns 11 crops of vegetables a year (In mountains where fields vanish in the rainy season, 7,000 m2 of greenhouses yield 11 crops of year-round vegetables). The Noi Bai orchard deliberately lowers the number of cycles to avoid exhausting the trees. A contract premised on year-round supply does not mesh with this kind of production area from the start. It becomes a matter of switching to a buying method that secures a slot to match the once-a-year window.

Third, The source of funds is the credit risk it indicates. A producer who relies on the Bank for Social Policies' preferential financing has thin working capital. A contract that builds in advance payment or materials supply becomes a strong inducement, while your own collection risk rises. In contract farming, the difference is made by the design of the payment terms rather than the amount.

Fourth, the exit is domestic direct sales is the point. A producer who sells directly to consumers on Facebook and Zalo and even envisions a tourism orchard is optimized for domestic high-price demand. To divert it toward Japan, conditions that exceed the take of that direct selling are a prerequisite. It is a separate matter from whether they can produce. In addition, if rice land turns into a greenhouse in a year and a half, a once-a-year production-area list update cannot keep up. The freshness of information has become part of sourcing capability.

The north's production-area map is rewritten in units of plots

The direction of spillover is seen, inversely, from the smallness of the area. 0.288 ha does not ride the commercial flow on its own. But as long as a profit gap of about 8 times the national target is visible to those around, once the wall of funds comes off, conversion spreads areally. What Hoang's testimony shows is a situation where not technology but funds is the rate-limiting factor. The allocation of the policy-finance quota will directly decide the cropping composition of the north's fringe.

This is also a place with room for Japanese companies to enter. Rather than searching as a buyer for a finished production area, if you move to the side that fills the funding gap, you can get involved from the stage where the use of plots is decided. As long as there is a mechanism where the commune People's Committee examines consistency with the conversion plan, the counterparty to bundle is the commune unit, not individual farmers. Rather than courting one household at a time, it is faster to get the conversion plan itself on board. Noi Bai commune is a corner of the northern suburbs sharing its place-name with the international airport, and being close to the urban consumption area, it is also a location where a design to go after domestic high prices works.

Summary: before buying, ask what the land was changed into

What can be extracted from the Noi Bai case is not cultivation know-how but a sense of the market for conversion: a lean paddy turning into a greenhouse with just under 1 billion dong and in a year and a half. The per-area unit price is about 277 million dong per 1,000 m², income is about 8 times the national target on a per-ha basis, but it is one crop a year on 0.288 ha. Line up the figures and what you can expect separates from what you should not.

There are three moves to make next. One, ask existing counterparties whether there are plots where the planting was changed in the past two years, and confirm down to the unit price obtained by dividing the investment amount by area. Two, approach candidate production areas on the north's fringe by commune (xa) unit rather than farmer unit, and have them show the commune's annual crop-conversion plan first. Three, if you propose a contract, consider a form that loads advance payment onto the October-December materials-and-seedling ordering period. Visit after the conversion is finished and the plots are already filled.
