Vietnam's tilapia exports are growing explosively. First-quarter 2026 export value was US$35 million, up 190% year on year, and full-year 2025 recorded US$99 million (up 140%). By market, Saudi Arabia was US$8 million (up 670%), the whole Middle East up more than 2,300%, and the Dominican Republic up more than 600%, surging in emerging markets. A strategy in which Vietnamese seafood exports, long reliant on pangasius (basa) alone, set tilapia as a "third pillar" to diversify has become clear. The Ministry of Agriculture and Environment aims for US$14 to 16 billion in exports by 2030.
News details
According to the VASEP (the Vietnam Association of Seafood Exporters and Producers) tally and the Ministry of Agriculture and Environment's announcement, Q1 2026 tilapia exports ran at nearly 3.6 times the same period last year. Growth rates in emerging markets were especially large: Middle Eastern countries such as Saudi Arabia, the UAE and Qatar were up more than 2,300%, the Dominican Republic more than 600%, the Netherlands more than 200%, and ASEAN countries nearly 400%.
Behind this are a surge in white-fish demand (destabilized supply from the Nile and from China) and Vietnam's enormous production base of about 1.3 million hectares of farming water surface. The government has set targets of 400,000 tonnes in export volume and a market size of US$20 billion by 2030, and major companies such as Viet Nhat Group are expanding their business on two axes, the domestic and export markets.
Background: breaking away from over-reliance on pangasius
Vietnamese seafood exports have long rested on two pillars, pangasius (basa, a river fish) and shrimp. But risks such as tariff friction with the US and EU, price declines and quality complaints became apparent, and "tilapia" rose as a third export product. Tilapia is freshwater-farmed with a short growth period and fits global white-fish demand. The global market is growing 13% a year and is forecast to reach US$20 billion by 2030.

Industry and local reaction
VASEP comments that "tilapia has clearly risen as a third pillar after shrimp and pangasius, and market diversification is advancing rapidly too." Viet Nhat Group has declared a policy of strengthening the two axes of the domestic and export markets and promoting the branding of "Vietnam tilapia." On the other hand, because dependence on Brazil still accounts for about half of export value, preparing for geopolitical risk and exchange-rate risk is pointed to as a challenge.
In the global market Egypt and China are rivals, but Egypt is noted for worsening water quality in the Nile basin and China for quality variability on an ASC-certification basis, and Vietnam is advancing differentiation by developing plants that have obtained ASC and BAP certification. Middle Eastern halal certification has already been completed at major firms, and a structure where it is easy to take a price advantage in the Saudi and UAE markets is in place.
Practical information for Japanese agriculture stakeholders and importers
For Japanese seafood importers, Vietnamese tilapia is rapidly emerging as a candidate to replace Chinese and Taiwanese product. Its uses are wide: fillet supply to supermarket prepared-food and bento chains and frozen-food makers, raw material for restaurant-chain white-fish set meals, and a low-cost protein source on catering and hospital-meal routes. The price is roughly on a par with pangasius, and the taste and texture are well suited to Japanese cooking methods.
From an OEM perspective, products combining tilapia with Japanese-style dashi (miso-simmered, teriyaki fillet, nanban-zuke and the like) have room to grow in the frozen-food market. In import practice, the standard form is to build a three-item set into the deal terms: ASC-certified lot designation, antibiotic residue testing, and traceability proof (the farm ID at shipment).
Ripple effects on the industry
The rapid growth of tilapia brings a chain effect to Vietnam's feed, frozen-processing and logistics industries. the move by China's major Haid Group and others to break ground on large feed plants in northern Vietnam follows precisely this market expansion. Expansion of frozen-processing capacity, cold-chain development and accelerated certification are expected to advance over the next few years.
As export diversification advances, Vietnam's fisheries industry is separated to a degree from the price-fluctuation risk of the pangasius market. This is a tailwind for decisions on long-term and capital investment, and margin stabilization is expected across all three layers of farmers, processors and export trading houses.

Summary
Vietnamese tilapia is growing explosively as a third export pillar in the Middle East, Caribbean and Europe. There is large room to enter the Japanese market as white-fish prepared foods, frozen foods, restaurant-chain and OEM material. If certification flows such as ASC, BAP and halal and lot-by-lot inspection and traceability can be secured, it is fully competitive as a low-price, high-quality sourcing route. The contest may be decided in two to three years until the market matures, so now can be called a good opportunity for operators to put a trading setup in place.
