Many people feel this way.

Over the past several years, Vietnam's food-processing industry has grown at a remarkable pace. Behind this are a surge in foreign direct investment (FDI), aggressive entry by Japanese and Korean companies, and government industrial policy, all intertwined in a complex way.

This article explains the factors supporting the rapid growth of Vietnam's food-processing industry, based on data and concrete examples.

How FDI inflows lift up the food-processing industry

Cumulative FDI into Vietnam's food-processing and beverage sector, as of 2023, exceeds about US$3.5 billion. This is a scale that ranks high even within the manufacturing sector overall.

The reasons investment is gathering are clear. Vietnam has a huge consumer market of about 100 million people and the geographic advantage of sitting at the center of ASEAN. In addition, corporate-tax incentives and the development of special economic zones attract foreign capital.

Government industrial policy backs FDI

Under its "Food Processing Industry Development Plan 2030," the Vietnamese government has set out the following policies.

Measure

Details

Tax incentives

Corporate-tax exemptions of 5 to 10 years for processed-food manufacturing

Industrial-park development

Expanding food-dedicated industrial parks to more than 30 locations nationwide

Export promotion

Support for exports to Europe, the US, and Japan using the EVFTA and CPTPP

Human-resource development

Support for establishing new vocational schools for food-processing technology

With these policies combined, Vietnam has become a very attractive investment destination for overseas investors.

The current state of accelerating entry by Japanese companies

Japanese companies' interest in Vietnam's food-processing sector has clearly risen over the past five years.

Ajinomoto has a production base in Vietnam and holds a top-class share of the local seasoning market. Maruha Nichiro and Nissui have also developed local production of processed seafood and established export lines bound for Japan.

There are three reasons Japanese companies choose Vietnam. First, Vietnam's labor costs are about one-fifteenth of Japan's, a major cost gap. Second, the quality of a diligent workforce that picks up skills quickly. And third, tariff preferences under the Japan–Vietnam EPA (Economic Partnership Agreement).

Changes in the form of entry

The early pattern of entry was simply setting up a low-cost production base. In recent years, however, the picture has changed. Investment of a "fully integrated" type — linking deeply with local supply chains and handling everything from raw-material procurement to the finished product — is increasing.

This is not mere cost cutting but a shift toward a strategy of capturing the Vietnamese market itself.

The moves of Korean companies also can't be overlooked

Alongside Japanese companies, Korean firms are gaining presence. CJ CheilJedang dominates Vietnam's frozen-food and seasoning markets and is actively acquiring local brands.

A hallmark of Korean companies is their speed. From decision-making to getting a plant running, they are said to be two to three times faster than Japanese firms. They also bring in the Korean-style vertical-integration model, with a noticeable move to complete everything from raw materials to retail within their own group.

Item

Japanese companies

Korean companies

Decision-making speed

Relatively cautious

Fast

Investment style

Emphasis on quality and technology transfer

Emphasis on M&A and share expansion

Local adaptation

Phased

Active localization

Core fields

Seasonings, seafood, beverages

Frozen foods, instant foods

This competitive environment is lifting up Vietnam's food industry as a whole.

The virtuous cycle created by technology transfer

One of the greatest benefits of foreign companies' entry is technology transfer.

The spread of international food-safety standards such as HACCP (Hazard Analysis and Critical Control Points) and ISO has been accelerated by the presence of foreign capital. Local small and medium-sized food companies have more opportunities to learn these standards, which is improving export quality.

The effect of raising the level of local talent

What Japanese companies put particular effort into is developing local managers. Bodies of manufacturing knowledge — factory management, quality control, production-efficiency improvement, and more — are taking root locally.

At one Japanese food maker's local plant, more than 85% of the management positions are held by Vietnamese. This means not just cost reduction but the local entrenchment of technology and know-how.

Over the medium to long term, cases of such talent going independent to launch local food companies are also increasing, creating a virtuous cycle that raises the technical level of the whole industry.

Job creation and ripple effects on the regional economy

The growth of the food-processing industry is also having a major impact on employment.

According to data from Vietnam's General Statistics Office, the number of workers in food-processing and beverage manufacturing now about 1.2 million exceeds this level. Many are young workers who have migrated from rural areas to industrial parks near cities, contributing to rising income levels in those regions.

Benefits for farmers

The development of the food-processing industry also benefits upstream agriculture. With the spread of "contract farming," in which processors sign long-term contracts with farmers, farmers' incomes have become more stable.

For example, in the Mekong Delta, shrimp farming farmers, by contracting with Japanese and Korean seafood-processing companies, have greatly reduced their exposure to price-fluctuation risk. By linking production areas with processing, the entire value chain is strengthened.

Challenges and the outlook ahead

Vietnam's food-processing industry keeps growing rapidly, but it is not without challenges.

Underdeveloped infrastructure remains a major problem. The cold chain (low-temperature logistics) is behind, and in some areas the spoilage rate of fresh goods is high. Unstable power supply also affects plant operation in some regions.

In addition, Standardizing food-safety management is also a challenge. Large foreign companies follow international standards, but at small and medium-sized local companies, Sanitary management cases where it is inadequate still remain. Strengthening government oversight is an urgent task.

On the other hand, diversification of export destinations is also advancing, such as improved access to the European market through the EVFTA and expanded trade with India. The goal is to grow processed-food exports by 2030 to the scale of US$30 billion, and both the government and the private sector continue to pursue it in earnest.

Summary

Several factors overlap behind the rapid growth of Vietnam's food-processing industry.

Continued FDI inflows and the government industrial policy that supports them

Aggressive entry by foreign companies, led by Japanese and Korean firms

Lifting up local industry and developing talent through technology transfer

Broad job- and income-creation effects on the regional economy, including farmers

These interact to push Vietnam toward becoming one of ASEAN's leading food-processing hubs. Challenges in infrastructure and food safety remain, but the growth trajectory toward 2030 is clear.

For those in agriculture and for food importers, Vietnam is already impossible to ignore.
