It is useful both for those considering food imports and for those interested from an agribusiness perspective.

Why the Philippines Is the "Land of the Palm"

The Philippines is one of the world's leading coconut-producing countries. About 3.5 million hectares of coconut plantations spread across the country, and roughly one-third of agricultural workers are engaged in coconut-related work.

The coconut palm is locally called the "Tree of Life," so fully is it used, from root to fruit, with nothing wasted. Cooking oil, feed, fiber, charcoal, building material… its uses are truly wide-ranging.

Following Indonesia, it boasts the world's second-largest copra output, producing about 2.2 million tonnes a year steadily (recent statistics). The main growing regions are southern Luzon, the Visayas, and Mindanao, which together account for about 80% of the total.

What Is Copra: Basic Knowledge of Processing and Export

Copra is the dried endosperm (white flesh) of the coconut. From it, coconut oil (copra oil) is pressed, and refining it further yields edible Palm oil oil and industrial fats and oils.

A summary of copra's main export destinations and uses is as follows.

Use

Main export destinations

Notes

Edible-oil material

Netherlands, Germany

Distributed to the European market after refining

Industrial fats and oils

USA, Japan

Soap and cosmetic ingredients

Feed

Southeast Asian countries

Uses copra meal (press cake)

Copra quality varies greatly with the drying method. There are three types—sun drying, smoke drying, and hot-air drying—and hot-air-dried copra that meets safety standards is often used for products exported to Japan.

The Philippines' copra export volume varies from year to year, but its presence in the world market remains large. There are not a few occasions when the benchmark rate for international coconut-oil prices tracks the Philippine market price.

The Rapid Growth of Virgin Coconut Oil (VCO)

What has drawn particular attention in recent years is virgin coconut oil (VCO).

It is characterized by pressing fresh or dried flesh at low temperature, with no refining, deodorizing, or bleaching at all. It contains about 50% lauric acid and is in high demand from the health-conscious market and the food-processing industry.

The Philippines' VCO exports have expanded rapidly since the late 2010s. Import volume into Japan is also increasing, with more cases of health-food brands and cosmetics makers adopting Philippine VCO.

The Main Differences Between VCO and Copra Oil

Item

VCO

Copra oil (refined)

Production method

Cold-pressed, unrefined

High-heat extraction, refined

Color & aroma

Clear, with a coconut aroma

Colorless, odorless

Price range

Higher (3–5 times on a per-kg basis)

Lower

Main use

Health foods and cosmetics

Food processing and industrial uses

Because VCO carries high added value, it can lead to higher income for farmers as well. The Philippine government also positions promoting the VCO industry as one of its priority policies.

The Impact of Typhoon Risk on the Industry

One of the biggest challenges for Philippine agriculture is typhoons. Every year, an average of around 20 typhoons pass near the Philippines, of which 5 to 10 make landfall.

The damage typhoons inflict on coconut plantations is immense. In Super Typhoon Haiyan in 2013, about 33 million coconut trees in the Eastern Visayas region were damaged. After a typhoon, it takes at least 5 to 7 years for coconut trees to recover and bear fruit normally again.

This long recovery period causes year-to-year swings in output, leading to wild fluctuations in copra and VCO prices. For the importing side, a multi-sourcing strategy with growing regions other than the Philippines is important for stable procurement.

Measures Against Typhoon Risk

At the farmer level, conversion to typhoon-resistant dwarf varieties is advancing. The Philippine Coconut Authority (PCA) supports the spread of dwarf, high-yield varieties.

Emergency loan programs for farmers after typhoons and agricultural insurance are also gradually being put in place. However, insurance enrollment is still low, and the reality is that many smallholders rebuild on their own.

Farmer-Support Measures and the Industry's Structural Challenges

Many of the Philippines' coconut farmers are smallholders of 1–3 hectares. Income levels are low, and technological innovation tends to lag.

In response to this structural challenge, the government and international organizations are rolling out several forms of support.

Main Support Programs

The PCA's Farmer-Support Projects
The Philippine Coconut Authority runs the following programs on a nationwide scale.

Free distribution of high-yield variety seedlings

Technical guidance on coconut intercropping (mixed planting with coffee, cacao, etc.)

A subsidy program for VCO processing equipment

Support for organizing farmers into groups

The Involvement of JICA and International Organizations
Japan's JICA also has a track record of providing technical cooperation for the promotion of the Philippine coconut industry. Projects aimed at transferring quality-control technology and raising smallholders' incomes have been carried out.

Efforts to Diversify Farmer Incomes
Breaking free from a coconut-only approach is also an important challenge. The intercropping model of growing cacao and coffee under coconut trees achieves both income diversification and effective land use at once. In some regions, there are reports that farmer incomes rose by 30–40% after introducing intercropping.

Ties to the Japanese Market and Points to Note When Sourcing

Japan is one of the important importers of Philippine copra oil and VCO. With the expansion of the health-food market, VCO import volume is on an upward trend.

The points to check when sourcing are as follows.

Check item

Details

Certification

Whether organic certification (USDA/EU Eco) or Fair Trade certification exists

Quality standards

Conformity with CODEX and the Philippine National Standards (PNS)

Traceability

Whether a certificate of origin from farm to factory can be obtained

Typhoon impact

The risk of the harvest season overlapping with the typhoon season

As for VCO, the flavor and component values differ depending on the production method (dry or wet). It is important to clarify the specifications according to the intended use and then confirm with samples.

Summary

The Philippines' coconut industry is shifting from copra, a traditional primary commodity, to the high-value-added product VCO.

At the same time, structural challenges such as the smallholder structure, typhoon risk, and lagging infrastructure development remain deeply rooted. Even though support from the government and international organizations is advancing, change at the field level takes time.

When considering food imports or raw-material sourcing, it is important to balance the reality of the growing regions with risk management for stable procurement. It is reassuring to also hold the perspective of building relationships with multiple growing regions rather than depending on the Philippines alone.

At VN AGRI, we share the latest information on Vietnamese agriculture.
