The reality is that smallholder farmers have little capacity to make the investments needed to raise productivity—buying seeds and fertilizer, introducing farm machinery, building post-harvest storage facilities.

What is drawing attention here is a financial-support mechanism called microfinance. By providing small-scale lending, savings, insurance, remittances, and other financial services to the poor and low-income groups, it supports higher farmer incomes and access to education. This article explains how microfinance is used in Asian agriculture and the seven concrete mechanisms that make smallholder-farmer support possible.

What Is Microfinance? Its Role in the Agricultural Sector

Microfinance refers broadly to small-scale financial services aimed at the poor and low-income groups.

At conventional banks, lending to the poor who lack collateral was considered high-risk, and they were excluded from financial services. However, from the 1970s onward, Bangladesh's Grameen Bank began "microcredit," small uncollateralized loans, and its success spread around the world. Its founder, Muhammad Yunus, won the Nobel Peace Prize in 2006, marking the moment microfinance became internationally recognized as a means of contributing to poverty relief.

Three Roles in the Agricultural Sector

The roles of microfinance in the agricultural sector are wide-ranging.

Raising Start-Up Funds: In rural areas with few employment opportunities, running a family-operated farm is the foundation of a livelihood, but preparing land, equipment, and seeds requires funds. Microfinance makes the initial investment possible.

Supporting Income Stabilization and Business Expansion: Smallholder farmers are easily swayed by weather and market-price fluctuations, and their incomes tend to be unstable. By receiving appropriate loans, they can make investments that raise productivity—introducing irrigation equipment, adopting high-yield varieties, building post-harvest storage facilities—which leads to income stabilization.

Improving Access to Insurance and Savings Schemes: The poor have little savings due to their low incomes and cannot afford to take out insurance. When a natural disaster strikes, they not only lose their homes but also become unable to work, driving their lives into further hardship. Insurance and savings services provided by microfinance institutions make it possible to prepare for emergencies.

Microfinance is not limited to mere lending; it provides multifaceted financial support that underpins farmers' self-reliance and sustainable livelihoods.

Source JICA, "Poverty Relief and Microfinance" prepared from

Mechanism 1: Mutual Guarantee Through Group Lending

Widely adopted in microfinance for Asian agriculture is the group-lending scheme.

This mechanism is based on the "group of five" model developed by Bangladesh's Grameen Bank. Farmers who want a loan form a group of about five people and undergo training and testing on the rules set by the bank and on the proper mindset toward borrowing. Only approved groups can receive uncollateralized loans.

What is important is that rather than lending to everyone at once, small loans are made in turn. In a cyclical scheme where the next person can receive a loan once the first borrower repays, funds circulate on a short one-to-two-week repayment cycle so that everyone can receive a loan.

A hallmark of this system is the mutual-guarantee mechanism, in which borrowers cover for one another when repayment stalls. As group members monitor and support one another's repayment, repayment management becomes easier for the bank and the risk of bad debt is reduced.

Group lending is adopted across Southeast Asian countries as a mechanism by which even the poor who lack collateral can receive loans. It is effective in areas where smallholder farmers are concentrated, such as Vietnam's Mekong Delta region and Thailand's northeastern Korat Plateau.

Source Sorabatake, "What Are Microfinance and Financial Inclusion?" prepared from

Mechanism 2: Providing Financial Services Through Mobile Operations

For smallholder farmers in rural areas, traveling to a bank branch is a major burden.

Another innovative mechanism Grameen Bank adopted is the "mobile operations" format. By having bank staff visit villages to handle procedures rather than having the poor, who are the customers, come to the bank, the bank became able to serve customers in batches.

This mobile-operations mechanism is effective in the agricultural zones of Southeast Asia. In vast agricultural zones such as Vietnam's Red River Delta and Mekong Delta and Thailand's Chao Phraya River basin, farmers are scattered, and there are many areas where access to a bank branch is difficult.

Through mobile operations, farmers became able to receive financial services in their villages between farm tasks, cutting both time and financial costs. Because bank staff visit the villages directly, they can also more easily grasp farmers' circumstances and the state of their farming, which has the effect of enabling more appropriate lending decisions.

In recent years, the development of digital technology has further improved the efficiency of mobile operations. Electronic procedures using tablets and smartphones have eliminated the need to carry documents and keep records by hand, enabling fast and accurate service.

Mechanism 3: Setting Flexible Repayment Schedules

Agriculture is a strongly seasonal industry with unstable income.

Take rice farming: a certain income is earned during the harvest season, but there is almost no income the rest of the time. Conventional bank loans require a fixed repayment every month, which is a heavy burden for farmers, and cases of repayment stalling were common.

Microfinance institutions understand the characteristics of agriculture and set flexible repayment schedules. They can respond to farmers' circumstances, with repayment plans matched to the harvest season and repayment grace periods in the event of a poor harvest due to bad weather.

During a management crisis caused by natural disaster, Grameen Bank adopted a flexible repayment scheme known as the "Grameen II model." By revising repayment schedules for borrowers in difficulty and resetting repayment plans according to each person's situation, it achieved the maintenance and expansion of its operations.

In the agricultural zones of Southeast Asia, floods and droughts occur frequently due to the effects of climate change. Saltwater intrusion from rising sea levels in Vietnam's Mekong Delta, dry-season water shortages in Thailand's northeast—the impact on agricultural production grows more serious year by year. Amid environmental change, flexible repayment schedules have become an important mechanism supporting farmers' operations.

Source Sorabatake, "What Are Microfinance and Financial Inclusion?" prepared from

Mechanism 4: Providing Technical Support and Skills Training

Lending alone cannot achieve higher agricultural productivity.

Bangladesh's BRAC (Bangladesh Rural Advancement Committee) began its microfinance business in 1974 and adopts a distinctive approach that differs from other financial institutions. Its hallmark is that it does not merely provide small loans but also offers a range of services for borrowers—skills training, technical support, marketing support—to help them start businesses.

In the agricultural sector of Southeast Asia, too, the importance of comprehensive support is coming to be recognized. In Vietnam, about 57% of agricultural workers are unskilled, and there are many farmers who lack appropriate cultivation techniques and management know-how.

Technical Support Provided by Microfinance Institutions

Selecting high-yield varieties and guidance on cultivation methods

Spreading organic farming and low-environmental-impact cultivation techniques

Training on the proper use of irrigation equipment and farm machinery

Support for acquiring post-harvest storage and processing techniques

Through technical support, farmers who receive loans can reliably raise productivity, increase their income, and strengthen their ability to repay. Comprehensive support that underpins farmers' self-reliance and sustainable management—not mere funding—is the key to microfinance's success.

Source Sorabatake, "What Are Microfinance and Financial Inclusion?" prepared from

Mechanism 5: Making Use of Digital Financial Technology

In recent years, the use of digital technology has advanced rapidly in the field of microfinance.

Services such as electronic remittances, small-deposit schemes, and mobile payments have increased, making more lending possible. With the spread of smartphones, access to financial services has improved even in rural areas.

Three Benefits of Digital Financial Technology

Reducing Transaction Costs: The costs of transporting and managing cash become unnecessary, making even small loans and repayments financially viable.

Faster Procedures: Whereas filling out documents and screening previously took days to weeks, digitalization has made it possible to execute loans in hours to days. In agriculture, the timing of sowing and harvesting is crucial, and fast access to funds ties directly to productivity.

Greater Transparency: Because all transactions remain as electronic records, fraud and errors decrease and reliability rises. Farmers themselves can also easily check their transaction history and repayment status.

In Southeast Asia, centered on Vietnam and Indonesia, the amount invested in startups running microfinance businesses is increasing year by year. For example, "Gojo & Company" successfully raised a total of 4.1 billion yen in August 2023, bringing its cumulative capital raised since July 2014 to 28.9 billion yen. The rise in investment can be said to reflect expectations for the future of microfinance businesses that make use of digital technology.

Source Sorabatake, "What Are Microfinance and Financial Inclusion?" prepared from

Mechanism 6: Integrating Insurance and Savings Schemes

Microfinance provides not only lending but also insurance and savings schemes.

Agriculture is an industry with high natural-disaster risk. In Southeast Asia, various risks affect agricultural production—typhoons, floods, droughts, and pest and disease outbreaks. In the Philippines, nearly 20 typhoons approach or make landfall each year on average, and each time, severe damage to crops occurs.

Conventional insurance had high premiums that were out of reach for the poor. However, small-scale insurance (microinsurance) provided by microfinance institutions has made it possible for even low-income farmers to take out insurance.

Objects of Insurance

Crop Insurance: Compensation is provided for harvest reductions due to bad weather or pests and disease.

Life Insurance and Medical Insurance: Covers medical costs and income reductions when a farmer's family member falls ill or is injured.

Property Insurance: Compensation is provided for damage to homes and farm equipment.

Savings schemes also play an important role. Through a mechanism that allows deposits even in small amounts, farmers can save income from the harvest season and use it as living expenses until the next planting or as funds to buy seeds and fertilizer. Developing planned saving habits also leads to improved financial literacy.

By integrating insurance and savings schemes with lending, farmers become able to receive comprehensive financial services, improving the stability of their operations.

Mechanism 7: Support for the Entire Value Chain

Advanced microfinance supports the entire agricultural value chain.

To raise the profitability of agriculture, comprehensive improvement is needed not only at the production stage but across post-harvest storage, processing, distribution, and sales. One of the structural challenges of Vietnamese agriculture is low added value. Most agricultural exports are unprocessed primary products, and exports of products whose value has been raised through processing are limited.

Lending and Support for the Entire Value Chain

Investment support for post-harvest storage facilities and refrigeration equipment

Support for introducing primary-processing techniques such as drying and powdering

Building distribution networks and improving market access

Support for branding and sales-promotion activities

In Southeast Asia, the underdeveloped cold chain (low-temperature logistics) is a challenge. There are many cases where harvested produce is not properly stored or transported and ends up spoiled or discarded, and post-harvest loss squeezes the earnings of agriculture as a whole.

Through microfinance's investment support for storage and processing facilities, the added value of produce rises, leading to higher farmer incomes. In addition, when multiple farmers use a facility jointly, efficient operation becomes possible while easing each individual's burden.

Support for the entire value chain is a comprehensive approach that goes beyond mere lending and has become an important mechanism for achieving the sustainable development of agriculture.

The Market Size of Microfinance and Its Future Prospects

In recent years, microfinance has shown worldwide expansion.

The world microfinance market was already around US$1.5 trillion in 2019 and is expected to reach about US$2.2 trillion in 2024. Southeast Asia is one of the centers of this growth market.

A factor fueling expectations of further expansion is that the amount invested in startups running microfinance as a business is increasing year by year. Rising expectations from investors can be said to be evidence that the sustainability and social impact of the business are being recognized.

Tailwinds for the Southeast Asian Agricultural Sector

The Adoption of Smart Agriculture: The Vietnamese government has set out its "Strategy for Sustainable Agriculture and Rural Development to 2030, with a Vision to 2050," promoting the modernization of agriculture using IoT sensors, drones, and AI.

International Cooperation Frameworks: The "Japan-ASEAN Midori (Green) Cooperation Plan," adopted at the Japan-ASEAN Agriculture and Forestry Ministers' Meeting in May 2023, is a comprehensive cooperation framework for building sustainable agriculture and food systems in the Asian monsoon region. Japan positions the international rollout of the environmental-load-reducing technology set out in its "Strategy for Sustainable Food Systems (MIDORI)" with ASEAN as its most important partner.

Responding to Climate Change: Rising sea levels, the increasing frequency of extreme weather, and changes in rainfall patterns directly hit the rice farming that depends on low-lying delta zones. Microfinance support for introducing salt- and drought-tolerant varieties and for improving water-management techniques is gaining importance as a climate-change adaptation measure.

Amid environmental change, microfinance goes beyond mere financial services, and its value is recognized worldwide as an important step toward achieving the Sustainable Development Goals (SDGs).

Source Sorabatake, "What Are Microfinance and Financial Inclusion?" prepared from

Conclusion: The Future of Financial Support That Underpins Smallholder Farmers' Self-Reliance

Microfinance in Asian agriculture is an important mechanism that underpins the self-reliance and sustainable development of smallholder farmers.

The seven mechanisms introduced in this article—group lending, mobile operations, flexible repayment schedules, technical support and skills training, making use of digital financial technology, integrating insurance and savings schemes, and support for the entire value chain—are all practical approaches that stay close to the realities of smallholder farmers.

While Southeast Asian agriculture boasts output among the world's largest, it faces structural challenges: low added value, an underdeveloped cold chain, the low productivity and aging of smallholder farmers, and food-safety and environmental problems. Microfinance is expanding its role as one of the solutions to these challenges.

Going forward, with the further development of digital technology, the deepening of international cooperation, and the strengthening of climate-change adaptation measures, the potential of microfinance will expand even further. For smallholder farmers to earn stable incomes and pass on sustainable agriculture to the next generation, microfinance has become an indispensable support mechanism.

The future of agriculture rests on the self-reliance of each individual smallholder farmer.
