In September 2026, seven investment proposals were submitted to the high-tech aquaculture zone in Bac Lieu, one of Vietnam's leading shrimp-producing areas. Lined up were the names of advanced technologies such as recirculating filtration and disease-free (specific-pathogen-free) seed. But this aquaculture zone is also a place that has sat nearly idle for about nine years since completion. These proposals will be a test of whether the dormant plots can be made to move. We look, from a procurement standpoint, at what will matter for Japan's shrimp sourcing, from both the hopeful and the cautious side.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What happened<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">According to Nguoi Nuoi Tom (a shrimp-farming trade outlet), Bac Lieu's high-tech shrimp agriculture zone has accepted seven investment proposals. The procedures are overseen by the finance department of Ca Mau province; after the 2025 provincial reorganization, this Bac Lieu zone now falls under Ca Mau province's administration. The investment amount of each proposal has not been disclosed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The named businesses include Lam Ty High-Tech (Cong ty TNHH MTV Cong nghe cao Lam Ty), Thuan Nhan general seafood trading (Thuan Nhan), Vietnam Microbiology (Vi sinh Viet Nam), Khoi Nguyen NVK (Khoi Nguyen NVK), Vinh Thinh biological-standard technology (Vinh Thinh), and Thien Long advanced aquatic seed (Thien Long). Of the seven proposals, these are the ones whose company names were made explicit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The premise: plots that have sat idle for nine years<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To evaluate these proposals, you need to know the zone's history. Bac Lieu's high-tech shrimp zone is a 418-hectare site established in the Hiep Thanh area by Prime Minister's Decision No. 694 in May 2017. But although infrastructure such as the management building was completed, most facilities, including the research and technology-transfer center, went unused, and corporate production failed to take hold for about nine years. In 2020, nine companies were selected across four fields, but as the handover of land dragged on, one after another withdrew or changed their investment plans. The land-classification system's failure to meet the PM's approval requirements until the 2024 Land Law took effect was among the factors that held things back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, these seven are not a first-mover rush into a brand-new zone, but applications to restart plots that had long been stalled. The authorities are revising the solicitation procedures and increasing the staff of the management committee, hurrying to approve the investment menu for a dry-season construction start. Given that nine companies were once selected but bore no fruit, this time too 'accepted' does not equal 'operating.' The distance from review to groundbreaking to production is still long.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The technologies lined up in the proposals<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The technical direction of the proposals mirrors the current front line of shrimp farming. In shrimp farming, if the early postlarvae bring in disease, yields collapse all at once. The lineup of proposals that manage everything from seed to water treatment as one shows that the origin is trying to move from a 'raise the volume' stage to a 'consistently deliver the same quality' stage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why it matters for Japan's procurement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Japan is a major destination for Vietnamese shrimp, with wide-ranging uses-for cooking, for sushi, and as a processing ingredient. What troubles buyers is not only price itself but also swings in supply. If disease cuts the harvest, spot prices jump and deliveries become erratic. If RAS and SPF seed stabilize yields, supply moves closer to being predictable year-round, making it easier for the Japanese side to arrange annual contracts and standardized orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another point is the fit with quality certification. Plots with closed recirculation and seed management in place make it easier to curb antibiotic use and to keep traceability. This becomes the foundation for obtaining certification. The move to break into Japan- and EU-bound sourcing with ASC as a passport is <a href=\"https:\/\/vietnam-agri.com\/en\/industry_news\/damdoi-asc-shrimp\/\" target=\"_blank\" rel=\"noopener\">the case of Dam Doi's large-scale black tiger farming (721 ha) advancing ASC-compliant area development<\/a> and <a href=\"https:\/\/vietnam-agri.com\/en\/industry_news\/camau-asc-shrimp\/\" target=\"_blank\" rel=\"noopener\">ASC certification by a shrimp-farming cooperative in Ca Mau<\/a>. If the high-tech zone starts moving, it works toward adding one more supply source of 'shrimp chosen for their certification.' That said, that is a story only after the zone is in operation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ripple effects on the industry and market<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Mekong Delta carries structural challenges such as salt damage and typhoons, but as if turning those to advantage, origins are moving toward building yield and quality within managed farming zones. Setting a new quota for marine aquaculture, <a href=\"https:\/\/vietnam-agri.com\/en\/industry_news\/condao-marine-farming\/\" target=\"_blank\" rel=\"noopener\">the move on a 100-ha marine-aquaculture quota at Con Dao<\/a> Seen together with this, Vietnamese fisheries are shifting their weight from 'leaving it to nature' to 'designed production.' For Japanese buyers, the technical level of the origin itself is turning into material for sourcing decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the stage where an investment proposal is accepted, groundbreaking and operation are still some way off. Even so, it is no small thing that operators handling everything from breeding to water treatment are gathering in the same zone. When a company that produces its own seed, a company bringing in recirculating filtration, and a company handling microbial preparations are close together, it becomes easier to align postlarvae quality, water quality, and feeding within a single plot. Compared with an origin that is a patchwork of scattered ponds, this kind of clustered plot comes closer to the 'same quality year-round' condition that Japanese buyers want. But the zone has been idle for nine years, and no figures have yet emerged for investment amounts or the timing of groundbreaking and operation. Whether these applications will follow the same rut as the earlier nine companies, or actually move, depends on the procedures from here. If a Japanese shrimp-sourcing manager is to act now, it is worth interviewing trading partners' origins on how they approach RAS, SPF seed, and ASC certification, and evaluating suppliers from the angle of stable supply and quality proof.
