On one household's 2.24 hectares, grow-out ponds for tilapia will be built, and a joint venture bearing a Japanese name will look after everything from fingerlings to purchase. The move, reported the next day, the 11th, by the Vietnam Association of Seafood Exporters and Producers (VASEP), differs in character from a one-off export success story. It is the first step of a plan that designs export tilapia not as a 'point' but as a 'producing area,' growing it into a concentrated production zone over 2026–2030.

For Japanese buyers and export players seeking a sourcing partner for white fish, what deserves attention is not the fish itself but the way the supply network behind it is built. A 'from upstream to downstream' type in which one company bundles fingerlings, feed, technique, and purchase is trying to rise from a region's idle ponds.

What was decided at Mai Hoa commune's farm pond

The groundbreaking was held at the pond of Le Thanh Hung in Duc Giang hamlet, Mai Hoa commune. The total area of 2.24 hectares is divided into four ponds, three for grow-out and one for fingerlings. The investment is more than 2.5 billion dong (2.5 tỷ đồng, about 14.7 million yen). In September 2026, 100,000 tilapia fingerlings are to be stocked, and the counterpart is the Vietnam-Japan joint venture Việt Nhật – BaiYang (Hung Yen province). The ceremony was attended by Ha Tinh province's rural-development coordination office.

The Mai Hoa commune side had, in advance, surveyed five areas—Dong Muou, Bau Ga, Bai Chan, Khe Suoi, and Dong Mo O—as suitable for aquaculture. It consolidates lowlands and unused ponds and turns them into sizable grow-out water surface. The administration and the company have signed a memorandum on a production-linkage model through a cooperative, and Mr. Hung's pond is the first demonstration case of it.

Why build from the 'producing area' rather than the fish

The symbolic event of Vietnamese tilapia cutting into the Japanese market was Can Tho's Clean Seafood shipping its first sashimi- and sushi-grade fillets. This success, lined up at more than 70 stores in Japan for raw consumption, showed that Vietnamese tilapia can move from a processing raw material to a high-value raw-consumption ingredient. But that was a 'point' breakthrough in which one company spent about half a year nailing down aquaculture and processing standards. For details see The background to tilapia exports to Japan rising in the first half.

This time's Ha Tinh is an attempt to widen that breakthrough into an 'area.' Rather than making one lot of exportable fish, it first builds the land and the bundle of farmers that can continuously put out fish fit for export. The term 'concentrated production zone' carries the aim of supplying standardized raw material without interruption. As long as the Japanese procurement side seeks a stable long-term relationship with a producing area over a one-off deal, this order makes sense.

The numbers of tilapia to Japan show the momentum

Behind the rush to build a producing area is the growth of export value. Here are the most recent figures that could be confirmed.

Item

Figure

Notes

Tilapia export value, January–May 2026

about US$62 million (about 9.3 billion yen)

+101% year on year

First fillet shipment to Japan

Realized in 2026

Can Tho's Clean Seafood

Stores handling it in Japan

more than 70 stores

Developed for raw consumption

Mai Hoa commune's demonstration pond

2.24 ha, 100,000 fingerlings

Stocking planned for September 2026

The yen conversion is a rough estimate at US$1 ≈ 150 yen. The amounts are approximate, based on the source's dollar- and dong-denominated figures, and vary with the prevailing rate.

Growth of double the prior year in five months is lifted not only by traditional markets such as Brazil but by Japan and the raw-consumption market, which fetch unit price. It is shifting from a phase of chasing volume to one of selling on standards and trust. Mai Hoa's producing-area building is one answer from the supply side to this flow.

A 'bao tieu' type in which one company holds everything from fingerlings to purchase

What Việt Nhật – BaiYang promised is close to a full embrace from the entrance to the exit of aquaculture. Specifically, as follows.

Supply of fingerlings, feed, and inputs

Pond design and transfer of aquaculture technique, with on-site guidance

Disease control and response to risks during production

Building traceability

Transparent pricing including a minimum guaranteed price

100% purchase (bao tieu) of product that meets the standard

This 'bao tieu' type lets farmers avoid the anxiety of price swings and unsold stock, while the company can place the quality and quantity of raw material under its own design. Contract aquaculture that guarantees purchase is spreading in other provinces too, and the structure in which farmers can concentrate on production without worrying about sales channels is common. BaiYang runs a plant in Hung Yen province that houses processing within a single base, and Ha Tinh's ponds could become the source of raw material feeding that plant. The plant side's aim is What BaiYang's end-to-end plant throws at white-fish sourcing as touched on there: the weight of this linkage lies in the point that downstream processing capacity and upstream producing-area building connect within the same company.

What it means for Japan's white-fish sourcing

From a procurement standpoint, forming a producing-area chain carries three meanings.

First, the origin of raw material is fixed. Because one company grasps where the fingerling came from, which feed, and which pond it was raised in, the trouble of bolting on traceability afterward decreases. In Japan's white-fish sourcing premised on raw consumption, the certainty of this history is a precondition of trade. Second, supply becomes easier to read. One-off exports break off with inventory and the market, but combining a concentrated production zone with a purchase contract makes a year-round shipment plan easier to set. Third, the Vietnam-Japan division of roles comes down to the raw-material stage. The flow from a relationship where Japan only buys finished goods to one where fingerlings, feed, and technique circulate as raw material is co-produced is advancing across fields of fisheries. This structural change is organized in The stage where Japan-Vietnam fisheries circulate raw material to each other.

Turned around, whether a producing-area chain functions is decided by the reality of purchase and the strictness of standard operation. A memorandum and a groundbreaking are only the entrance; only after passing through one full round from fingerling stocking to first shipment does the producing area's true ability become visible.

Practical points buyers should confirm

When drawing white fish from an emerging producing area such as Ha Tinh, here are points to pin down before negotiating.

The origin of fingerlings and the management of seedstock. Cross-check whose fingerlings, caught or raised where, against the pond's records

The content of the purchase contract. Whether a minimum guaranteed price and 100% purchase are documented, and whether there is a track record of actual performance

The distance between processing and aquaculture. When the same company also holds a processing base, the raw material's freshness and history are less likely to break

Standard operation. Because the required criteria differ between raw-consumption and processing use, request standard confirmation for each shipping lot

Forecasting the harvest season. With September 2026 stocking, work back to the first commercial shipping time and settle sample-acquisition timing early

In the early days of a producing area's launch, it is safer to choose by the transparency of history than by scale. There is no harm in thickening trade after the stage where volume can be read.

What to watch next is one full round of the first shipment

Mai Hoa's 2.24 hectares is, in itself, small. But a type in which one company holds everything from fingerlings to purchase and connects the processing plant and the producing area under the same design can be multiplied sideways, not confined to one place in Ha Tinh. If the 2026–2030 plan moves with figures attached, Vietnamese tilapia changes in character from 'sold once' to 'put out without interruption.' What a Japanese sourcing manager should track now is September's stocking and whether the first commercial shipment beyond it turns over as planned. Once the first round is done, the material for judging whether this producing area enters the list of sourcing candidates is in place.

Sources

VASEP — Hà Tĩnh: Mai Hoa xây dựng chuỗi liên kết nuôi cá rô phi xuất khẩu giai đoạn 2026–2030

Nông thôn mới Hà Tĩnh — Xã Mai Hoa khởi công mô hình nuôi cá rô phi xuất khẩu liên kết với Công ty TNHH Việt Nhật – BaiYang

Nông nghiệp và Môi trường — Khởi công mô hình liên kết nuôi cá rô phi xuất khẩu

Vietnambiz — Cá rô phi Việt Nam lần đầu xuất khẩu sang Nhật làm sashimi

[1,113,115
680,142,367,679,274

post-1478","industry_news","type-industry_news","status-publish","hentry","category-vietnam-agri","category-export-to-japan","category-japan-vietnam-cooperation","tag-baiyang","tag-tilapia","tag-367","tag-679","tag-274
["GET
