Approved by the Provincial People's Council (8th term, 2nd session), the total is about 59.29 billion dong (about JPY 360 million at 10,000 dong = about JPY 60). The plan is to sweep away the old cages, easily broken by typhoons, over four years and rebuild the aquaculture base into one that can withstand export standards. Khanh Hoa is a major production area for tuna, grouper and lobster, and for Japanese seafood buyers it is a move that bears directly on supply stability. Vietnam is, for marine aquaculture, <a href=\"https:\/\/vietnam-agri.com\/en\/industry_news\/vietnam-mariculture-standard\/\">introducing its first national standard and trying to break down the walls of insurance and financing<\/a> and this province-level subsidy can be called a move to bring that current down to the cages on the ground.<\/p>\n<h2>What is in the subsidy ordinance the province passed<\/h2>\n<p>The ordinance targets individuals and organizations (cooperatives, production groups) converting cages made of traditional materials -- wooden frames, polystyrene foam buoys, worn-out plastic drums -- to new materials such as HDPE. The application period is the four years from 2026 to 2029, with the goal set of fully converting the province's cages to safe new materials by December 31, 2029.<\/p>\n<p>The subsidy splits into two phases. Phase 1 (2026-2027) allocates about 45.69 billion dong (about JPY 270 million) to support the conversion of about 150 households. Phase 2 (2028-2029) covers about 80 households with 13.6 billion dong (about JPY 80 million). The design stacks the budget thickly in the first half to encourage early switching.<\/p>\n<h2>The limits of wooden cages, and the lesson of 2017<\/h2>\n<p>Behind why this subsidy was assembled is the structural problem that old cages are weak against typhoons. By the province's account, the majority of marine aquaculture cages are still made of wood, and their resistance to high waves and strong winds is pointed out as poor.<\/p>\n<p>In fact, Typhoon No. 12 (Damrey) in 2017 and the 2021 storms caused damage on the scale of tens of billions of dong to Khanh Hoa's aquaculture. Small cages assembled from bamboo, wood and iron were swept away overnight, vanishing along with the farmed fish. That blow became the starting point of the idea of changing the material itself. HDPE cages are lightweight and highly rigid, and hard to break even in harsh marine environments. At the demonstration farm in Van Phong Bay there is a track record of withstanding a direct hit from Damrey, and the effect of material conversion is backed up on the ground.<\/p>\n<h2>The subsidy rate is more generous the farther offshore<\/h2>\n<p>A feature is that the subsidy rate is graded by the offshore distance of the waters farmed. From local reports and provincial materials, the groundwork for the move comes into view.<\/p>\n<ul>\n<li>The demonstration cages at the high-tech marine aquaculture center in Van Phong Bay rode out Typhoon Damrey with Norwegian-technology HDPE cages. The field has already confirmed that an unbreakable cage is 'possible'<\/li>\n<li>Operators running Norwegian-style farming with HDPE cages within the province still number only about three, and diffusion is yet to come. The subsidy takes on the role of filling this gap<\/li>\n<li>Khanh Hoa province also flies a plan to invest over 54 billion dong in expanding high-tech marine aquaculture, and cage material conversion is positioned as part of that overall strategy<\/li>\n<\/ul>\n<p>In Cam Ranh, a major fishing area in the south, <a href=\"https:\/\/vietnam-agri.com\/en\/industry_news\/camranh-farmer-club\/\">a 'billionaire-farmer club' reaching annual incomes of 1 billion dong by combining aquaculture and tourism<\/a> has also emerged, and the soil in which cage modernization connects directly to lifting incomes is forming.<\/p>\n<h2>Three points Japanese sourcing stakeholders should read<\/h2>\n<p>This subsidy is not a mere local equipment-renewal measure but a change bearing on the quality and stability of supply to Japan. For Japanese buyers and seafood stakeholders, it has three meanings.<\/p>\n<p>First, <strong>Supply stability rises<\/strong>. The structure in which a typhoon makes farmed fish vanish cage and all has until now been an 'unreadable risk' when handling Vietnamese grouper and lobster. The switch to HDPE cages lowers the probability of an annual contract being blown away by a storm and shifts the constitution toward a production area that can more easily meet year-round demand. In terms of planning procurement, material conversion is a plain but essential step forward.<\/p>\n<p>Second, <strong>Conformity to export standards advances<\/strong>. The province states explicitly that the aims of this conversion are reducing environmental load and approaching international export standards. A farm unified with HDPE works more favorably for obtaining traceability and environmental certification than conventional waters where foam buoys and drums drift. If it falls into step with the national standard for marine aquaculture, obtaining certification and handling documents for Japan should also become easier.<\/p>\n<p>Third, <strong>Sourcing options increase<\/strong>. Fish raised in modernized cages tend to have less variation in size and quality. If Khanh Hoa grows into a typhoon-resistant production area, the Japanese side can hold a new supply axis of south-central marine-farmed fish on top of the existing Ca Mau and Bac Lieu shrimp sourcing.
