This was on June 25, 2026. What draws attention is that the major Vietnamese livestock firm Hung Nhon Group and the major German livestock-equipment maker Big Dutchman exchanged a memorandum of understanding (MOU) on a high-tech intensive-livestock project on the order of about 100 million euros (US$114 million). Bringing in equipment, genetics, feed and animal health as one, they will build a production base in Vietnam that meets international standards. For businesses sourcing chicken and pork to Japan, this is not distant news—because it is a harbinger of Vietnamese meat, backed by European equipment and standards, drawing closer to supply for Japan.

What was agreed in Stuttgart

The meeting was led by Nguyen Van Quyet, secretary of the Tay Ninh provincial party committee. Nguyen Dac Thanh, Vietnam's ambassador to Germany, and Thomas Dorflinger, state secretary of the economy ministry of Baden-Württemberg, were among those in attendance. A Vietnamese province travels all the way to one of Germany's foremost industrial regions to court investment—this picture itself expresses Tay Ninh's seriousness.

Two MOUs were exchanged at the meeting. The first is the high-tech livestock project by Hung Nhon and Big Dutchman, totaling about 100 million euros. The other is a green-steel and bioenergy complex by VFT Bio Fuels and IMG Phuoc Dong, this one on an order-of-magnitude different scale of about US$3.1 billion in two phases. German firms handling animal health and vaccines, such as Boehringer Ingelheim, also appeared among the meeting's participants.

Why a livestock-equipment MOU bears on Japan

Big Dutchman is a maker that supplies livestock infrastructure such as ventilation, feeding and manure handling for poultry and pig barns. This MOU is less a mere equipment sale than something close to building European-standard equipment and operational know-how wholesale into Hung Nhon's production base. In Vietnam's announcement, a policy is shown of rolling out layer hens, growing chickens and broilers on a large scale and putting in place, toward the latter half of the 2020s, a production system that meets international standards.

Onto this overlap faces such as De Heus (Netherlands) in feed and Boehringer Ingelheim in animal health. Rather than relying on separate Vietnamese firms for the four elements that determine livestock quality—genetics, feed, health and equipment—they lock it down with an established group of European suppliers. What results is a product that is 'Vietnamese-made, but assembled inside to European standards.' The levels of traceability and hygiene management that Japanese buyers demand as sourcing criteria draw closer while the origin stays Southeast Asia.

How much investment is Tay Ninh province attracting now

In the first five months of 2026, Tay Ninh province's registered foreign direct investment (FDI) capital reached nearly US$2 billion, up 94.5% year on year, putting it fourth in the country in FDI received. It is drawing investment across fields—not only livestock but semiconductors, automation and renewable energy. This 100-million-euro livestock MOU is one part of that flow.

Item

Details

Scale / source

Livestock MOU

Hung Nhon × Big Dutchman

About 100 million euros (US$114 million)

Green-steel MOU

VFT Bio Fuels × IMG Phuoc Dong

About US$3.1 billion (two phases)

Tay Ninh province FDI (January–May 2026)

Registered capital

About US$2 billion, up 94.5% year on year, 4th in the country

Note: Because euro and dollar yen conversions swing widely, this article does not also give them. 100 million euros = US$114 million is based on the Vietnamese side's published figure.

How the industry sees this move

Organizing local reporting and industry reactions, the points divide broadly into three. First, a positive view that sees the introduction of European equipment as 'a passport for exports to Europe and the US.' Because EU and Japanese import standards strictly ask for records of equipment and hygiene, the view is that a Big Dutchman-standard production line can directly serve as a guarantee of export eligibility.

Second, there are also voices worried about the weight of the initial investment. Equipment investment on the order of 100 million euros has long depreciation, and profitability wavers when feed prices and exchange rates swing. In fact, Vietnam's feed depends heavily on imported raw materials, and the risk of cost fluctuation is not small.

Third, from local small and mid-sized producers leaks a wariness that 'the market will be oligopolized by an alliance of majors and European capital.' A base that vertically integrates equipment, genetics, feed and health could overwhelm individual farmers on both quality and price. This tension will almost certainly surface in the process of Vietnamese livestock farming upgrading.

The change in 'direction' that Japanese procurement staff should read

What to grasp here is that the moves surrounding Hung Nhon have two opposing 'directions.' On June 19, the company also discussed the transfer of poultry-farming know-how with Angola's agriculture minister. This is a case of Vietnamese technology flowing out to Africa as an 'export'—that was its structure. By contrast, this MOU in Germany is a structure of 'import,' in which European equipment and standards flow into Vietnam. Technology going out and equipment coming in: the fact that the same company is moving in both directions reveals where Vietnamese livestock farming currently stands.

What matters for Japanese food and meat procurement is the latter. Until now, Vietnamese meat has tended to carry the assessment 'cheap in price, but hard to read for hygiene and equipment records.' Once a Big Dutchman-standard production line is running, that axis of assessment changes. What the procurement side should check next is less price than 'under which equipment standard and which certification it is produced.' Ask, at the start of a deal, about the production base's equipment supplier and obtained certifications. That alone changes the priority of sample requests.

Ripple effects on the market and supply chain

If European-equipment intensive livestock farming increases, pressure falls on Vietnam's feed supply chain as well. Because large-scale bases demand stable feed supply and uniform quality, there will be more situations in which feed makers' pricing and supply responsibility are questioned. In fact, at another site, feed makers, even amid market swings, a move to hold prices and support producers has also emerged, and vertical integration and supply-network protection are becoming a shared theme in Vietnamese livestock and aquaculture.

For Japan, the impact is likeliest to show first in chicken (for processing and foodservice). Once equipment standards are aligned, part of the high-quality lots that until now went to Europe and the US could be redirected to Japan while keeping price competitiveness. In the medium term it could spread to pork and processing materials as well. The more a business has skewed its sourcing portfolio toward European, US and Thai product, the more worth there is in evaluating Vietnam's 'European-standard line' once with a sample.

Practical information and what to check next

This project is at the MOU stage, and operation and a concrete shipment date are not yet fixed. The practical actions Japanese procurement staff can take at this point are as follows.

For Hung Nhon-affiliated production bases, confirm the equipment supplier (whether Big Dutchman-standard) and the certifications already obtained early in the deal

Grasp, by inquiring with local trading houses or import agents, the lots and specifications of Vietnamese chicken that can be exported to Japan

Track feed prices and exchange-rate moves quarterly and judge the sustainability of held prices

Summary: for now, switch to deals that ask about the 'equipment lineage'

Tay Ninh province's MOU in Germany is a signal that Vietnamese meat is climbing a step up the quality staircase, backed by European equipment and standards. The next move for the Japanese procurement side is clear: switch from deals that only compare price lists to deals that first ask 'under which equipment standard and which certification it is produced.' If you evaluate one lot of Vietnam's high-quality line now, before the MOU transitions into a real project, you can get ahead when supply ramps up in earnest. Read the lineage of the production line rather than the origin—that becomes the crux of sourcing Vietnamese meat from here on.

Sources

Nhà Chăn Nuôi「Hội nghị xúc tiến đầu tư của tỉnh Tây Ninh tại Đức mở ra cơ hội hợp tác mới」

Nhân Dân「Tay Ninh courts investment from Germany’s industrial heartland」

Vietnam News「Hùng Nhơn partners with Germany’s Big Dutchman Group for agriculture projects」

Tay Ninh province held an investment conference in Stuttgart.
