Launched on June 20, 2026, this project is a move by a production area known for coffee exports to shift fruit, durian above all, from the stage of "harvest and sell as is" to the stage of "process it, attach the backing of inspection, and ship it out." For Japanese fruit-and-vegetable buyers, importers, and food processors too, a structural change not to be overlooked in measuring the reliability of a source is taking place.

What is inside the launched cluster

The lead player is an industrial cluster being developed in the Tan Tien area. The project owner is the Thai Nguyen Mining and Investment Joint Stock Company, a northern firm, with investment in base infrastructure put at VND 47.1 billion. With about 25 related projects riding on it as secondary investment, the cluster as a whole is projected at about VND 250 billion in scale and about 3,000 jobs. Its location is the midpoint between production area and logistics hub, about 25 km from Buon Ma Thuot Airport and about 11 km from Phuoc An, a main durian production area.

What is being developed is not a mere cluster of warehouses. On top of temperature-control facilities such as refrigerators and chillers, the plan brings together primary- and full-processing plants, quality-inspection and certification labs, a logistics center, and even trading, finance, insurance, and export support as one. A circular mechanism that converts agricultural by-products (such as peels) into valuable products, and wastewater treatment conforming to Class A of Vietnam's environmental standards, are also built in. In other words, it is designed to complete "gather, cool, inspect, ship" within a single site.

Why a "processing cluster" in the production area now

Behind this lies a structural weakness this production area has carried. The Central Highlands (Tay Nguyen) region has a durian cultivation area exceeding 90,000 hectares and annual output reaching roughly 673,900 tonnes, a "durian capital" unmatched in Vietnam. Yet while producing this much volume, it has lacked modern processing and inspection functions within the production area and has depended on a model of carrying fresh fruit to the border and selling it off.

This weakness surfaced all at once in the sudden brake on exports to China from early 2025. The Chinese side detected the heavy metal cadmium and the industrial dye "Yellow O," which was used in some cases to color the fruit yellow as a substitute for turmeric, one after another, and switched to full inspection of every batch. Shipments failing to meet the standard were returned or discarded. As a result, durian exports in the first quarter of 2025 recorded a sharp drop of roughly 61% in volume and roughly 69% in value. A single sheet of paper, the inspection certificate, became the lifeline of customs clearance, and the very fact that the production area had no inspection capability itself became the bottleneck.

Here lies the meaning of the cluster holding an inspection lab within its grounds: the production area holding a regime that can trace causes from the stage of soil, water, and fertilizer and certify conformity with standards before shipping. It is an attempt to change the entry-point design from "ship if it sells" to "ship only what can be certified."

The overall picture of investment and functions

Organizing the figures and functions revealed so far gives the following.

Item

Details

Base infrastructure investment

VND 47.1 billion

Cluster as a whole (concept)

About VND 250 billion, about 25 projects

Projected employment

About 3,000 people

Site area

About 75 hectares

Main functions

Cold and chilled storage / primary and full processing / inspection and certification labs / logistics / trading, finance, and export support

Location

Tan Tien area (about 11 km from the Phuoc An production area, about 25 km from Buon Ma Thuot Airport)

Launch date

June 20, 2026

Because yen conversion of dong figures moves with the daily exchange rate, this article leaves amounts in local currency. What matters more than the absolute figure is the structure that "it is designed on the premise that secondary investment of more than five times rides on the base of VND 47.1 billion." A division of labor can be read: the administration provides the vessel, and the private sector fills in the contents of processing, inspection, and logistics.

Industry moves and reactions

The first to draw attention is the participation of coffee-export major Simexco Daklak. A state-affiliated company founded in 1993, it exported 120,000 tonnes of coffee and 15,000 tonnes of pepper in fiscal 2024–2025, with export value reaching US$643 million. It has a collection network tying together about 62,000 hectares and 60,000 farming households and a track record of integrated management from raw-material sourcing to processing. The aim of horizontally extending this "farmer network + processing + export" know-how, cultivated in coffee, to fruit shows in the strategic partnership with the cluster.

Second, the Dak Lak Durian Association, the Tan Tien industrial cluster, and Simexco signed a memorandum and fell into step on building an ecosystem that bundles logistics, trading, technology, and export support. It is a structure in which the production area's producer body steps not only into the "making" side but the "quality-assuring" side, trying to support the recovery of trust after the inspection scandal from the institutional side.

Third, the building-out of research functions. The establishment of a "Vietnam Durian Research Institute" in partnership with research partners is also included in the concept, showing a direction of accumulating knowledge on varieties, cultivation, and residue management within the production area. It can be read as a move conscious of a shift to a regime that runs cause investigation and recurrence prevention on the production-area side, rather than ad hoc inspection responses.

Implications for Japanese import and processing procurement

So how does this move take effect for Japanese fruit-and-vegetable buyers, importers, and processors? From here is an independent reading based on the reported facts.

First to grasp is that the main battleground for Japanese procurement is not fresh fruit but frozen durian. Frozen durian was formally cleared for export to China, and frozen export volume in the first half of 2025 jumped to more than triple the same period the previous year, to about 14,282 tonnes. Frozen is superior in shelf life and stable supply, and its reality as an option for South Korea, Japan, and the EU is also increasing. A cluster where the production area has primary processing, cold storage, and full processing together is a facility that lifts this frozen and processed raw-material supply capacity. From the Japanese side, it works in the direction of widening room for procurement in processing formats such as puree, paste, and frozen portions.

Next, the production area bringing its inspection regime in-house produces the practical benefit of "ease of auditing" for Japanese buyers. Until now it depended on inspection facilities far from the production area, and the starting point of traceability tended to be vague. With an inspection and certification lab right near the shipping source, it becomes easier to tie lot-by-lot certificates to items such as cadmium and dyes that could also be issues under Japan's food hygiene standards. China's tighter inspection was a headwind for Vietnamese production areas, but the inspection infrastructure built in response becomes, as a result, an asset that can also be redirected to quality assurance for Japan.

On the other hand, excessive expectations are forbidden. The cluster's completion target is said to be within 2026, and there is a time lag before the inspection labs and plants ride into real operation and lot-by-lot certification comes out stably. For Japanese procurement staff, a two-tiered stance is realistic: looking ahead to "supply after the cluster is operating" while, at present, confirming individual suppliers' inspection records and traceability on one's own. Dyes like Yellow O surfaced in the China incident, but the safe-side judgment is for the Japanese side not to let down the stance of writing "not used" into the procurement contract and requiring the submission of third-party inspection.

Ripple effects on the industry

If this cluster gets on track, the ripple effects go beyond the bounds of the production area. Simexco, which has coffee collection and export infrastructure, stepping into fruit becomes a touchstone for whether one production area in the Central Highlands sheds its skin from a "single-crop export area" into a "multi-item processing export hub." If, starting from durian, processing, inspection, and logistics functions extend horizontally to other tropical fruits, the export format of Vietnamese fruit as a whole could shift from fresh-centered to processed-centered.

For Japanese food processors, this means the map of raw-material procurement is being redrawn. Vietnamese fruit, whose production areas were once dispersed and whose processing and inspection starting points were hard to see, becomes easier to narrow down to a single hub as functions concentrate in a specific cluster. From the standpoint of procurement-risk assessment and audit efficiency, the significance of a traceable production area emerging is not small.

Practical points for buyers to grasp

Finally, here are the points to grasp in practice. First, in considering procurement of Vietnamese durian and tropical fruit, think of fresh and frozen/processed goods separately. For Japan, the frozen and processed format is realistic, and the cluster's operation takes effect on this supply capacity. Second, add "distance from and cooperation with an inspection lab within the production area" to your confirmation materials in supplier selection. Whether there is an inspection regime close to the shipping source governs the speed and reliability of certificates. Third, make submission of third-party inspection mandatory at the contract stage for residue items including cadmium and the dye (Yellow O). The China incident is not someone else's problem; these are items that could be points of contention under Japan's standards too. Fourth, factor in that it is still at the concept and launch stage, and keep watching on the premise of reviewing procurement terms from within 2026 onward, when operating results begin to emerge.

Summary

The launch of Dak Lak Province's fruit-processing cluster is not just one more industrial park. It is a move by the production area to answer, vessel and all, the weakness of "no processing and inspection functions in the production area" exposed by the inspection scandal. It moves the collection and export know-how honed in coffee to fruit and bundles inspection and logistics in one place. If this design functions, Japanese import and processing procurement gains one more production area that is easy to trace and easy to obtain certification for. Although there is a time lag until completion, if you are considering procurement of Vietnamese fruit, it is a turning point worth keeping an eye on from now.

Frequently asked questions

When will this cluster enter full operation?

It launched on June 20, 2026, with a base-infrastructure completion target within 2026. Because there is a time lag before the inspection labs and processing plants ride into real operation and lot-by-lot certification comes out stably, it is realistic to proceed while confirming operating results in procurement considerations.

For Japan, is fresh or frozen durian more realistic?

The frozen and processed format is realistic. Frozen durian is superior in shelf life and stable supply, and frozen export volume in the first half of 2025 expanded to more than triple the same period the previous year. A cluster where the production area has primary processing, cold storage, and full processing together is a facility that lifts this frozen and processed raw-material supply capacity.

Should Japanese procurement also worry about cadmium and dyes?

Yes. Cadmium is a heavy metal, and Yellow O is an industrial dye that was used in some cases to color the fruit yellow; both are items that could be points of contention under Japan's food hygiene standards too. We recommend keeping the stance of writing non-use into the contract stage and requiring the submission of third-party inspection.

You May Also Like

Durian traceability

Frozen durian exports

How to read durian sourcing

Sources:

VnExpress: Dak Lak co cum cong nghiep che bien trai cay 470 ty dong

Dan Viet: Khoi dong cum cong nghiep hon 471 ty dong tai Dak Lak

[96,85,100,99

206,207
post-1253","industry_news","type-industry_news","status-publish","hentry","category-central-highlands","category-fruits","category-logistics-supply-chain","category-food-processing","crop_category-fruits-crop","crop_category-tropical-fruits
["GET
